The primary purpose of this position is to perform Quality Assurance Evaluations.
Responsibilities Performs quality assurance evaluations in the Deployment and Distribution Flight functional areas. Evaluates execution of Installation Deployment Readiness Cells, installation?s deployment operations and the deployment of cargo, passengers, and personal equipment. Evaluates activities of passenger travel ensuring that the function complies with legal and regulatory requirements and meets customer needs. Evaluates activities of household goods ensuring that function complies with legal and regulatory requirements and meets customer needs. Evaluates the activities of the Small Air Terminal and PAX Movement Element for compliance with legal and regulatory requirements and customer needs. Analyzes and interprets instructions, directives, and procedures from higher authority and ensures management is briefed on recommended procedures. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Undergraduate and Graduate Education: Major study - quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes: Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships.

EDUCATION: Applicants must possess a have Ph.D. Degree or equivalent graduate degree in a directly related field of study or completed 3 full years of progressively higher level graduate education in a directly related field of study leading to such a degree. NOTE: You must submit copies of your official transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have less than the full amount of specialized experience described in "A" above; however, I have completed some graduated-level education as described in "B" above. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Ability to study and analyze problems involved in Deployment and Distribution programs to propose solutions based on sound management judgment and technical considerations.

2. Knowledge of laws, instructions, policies, procedures, techniques and methods of assigned Deployment and Distribution specialization and functions.

3. Knowledge of the full range of Deployment and Distribution.

4. Knowledge and skill to analyze procedural problems and evaluate recommendations.

5. Knowledge and skill to evaluate Deployment and Distribution duties. Practical knowledge of instructions, policies, industry practices, and procedures for Deployment and Distribution.

6. Knowledge of the Deployment and Distribution electronic systems comprised of hardware and software components in support of the organization.

7. Ability to respond to a range of questions from employees regarding Deployment and Distribution.

8. Strong ability to communicate effectively, both orally and in writing in a non-confrontational manner.

9. Knowledge of basic office automation to perform functions such as standardized word processing and receipt and transmission of electronic mail.

10. Knowledge of total quality management methodology, tools, and inspection techniques.

11. Knowledge of security, safety, fire, and health guidelines and instructions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
